Check current rules
Rules on stamp duty, ABSD and loan limits change. The figures here reflect the rules as commonly published in 2026 (Buyer's Stamp Duty from Feb 2023, ABSD rates from Apr 2023, 55% TDSR, 75% loan-to-value). Confirm with IRAS, HDB and your bank before you commit.- Check eligibility. Your flat must have completed its minimum occupation period before you can sell it.
- Get your HDB valuation and your CPF refund figure. The proceeds from a sale first repay any HDB loan, then refund your CPF with accrued interest.
- Work out your borrowing. Use the affordability calculator. Banks cap total debt servicing at 55% of gross income, tested at a 4% rate, and lend up to 75% of the price.
- Choose a unit. Shortlist from the balance units and the best 3BR list.
- Decide sell-first or buy-first. See sell HDB, buy condo.
- Book, sign and pay the deposit. The option fee at booking, the balance of 20% within about eight weeks, and Buyer's Stamp Duty after signing.
- Sell your flat inside the window. Plan the timeline against TOP in September 2029.
- Collect keys at TOP. Budget for interim housing if your flat is sold before then.
Common mistakes
- Counting the full HDB sale price as cash. The refund to CPF and any loan come out first.
- Forgetting stamp duty and legal fees in the upfront cash.
- Assuming you can stay in the flat until the day the condo is ready without checking the sale deadline.
Common questions
Can I keep my HDB flat after buying a condo?
Singapore Citizens can hold both for a limited time, but the ABSD on the second property is only remitted if you sell the flat within the allowed window. Confirm the current rule with IRAS.
What is the minimum occupation period?
For most HDB flats it is 5 years, and you cannot sell until it has been met.
